What is your exact requirement? You want to restrict user from changing the certain fields or you want to trigger email for the changes made in the Vendor master to the MDM department?
You may have to write the Enhancement to fulfil your requirement. You can trigger email as per your requirement. Discuss with abaper.
If you want to go ahead with the said report for the changes, you can schedule a daily job and create a distribution list and maintain the required users. But, in this case, the total output will be sent to user(s). The output will not be based on certain field changes.
